It’s a federal system with elections to different levels. The political responsibility is divided, but the presidency stays the cement of the nation.

The president controls the totality of the executive power to the federal level in the limits of the constitution. He names the state employee and manages the administration, which are divided in departments managed by the secretary of the state. The Congress can give advice about the composition of the presidential team but it can’t give censorship. This absence of responsibility of the executive power, which presides over the legislative power, so the American system is a presidential system and has no a parliamentary system.
